Barcelona has developed an unprecedented management to regulate personal mobility vehicles (VMPs) and cycles of more than two wheels, with the aim of solving problems of coexistence in the public space and promoting sustainable and safe mobility, due to the presence Increasing mobility of this new mobility that will gain space for the road. Personal mobility vehicles and cycles of more than two wheels will have special conditions when carrying out an economic activity. It will affect the conditions of circulation and the areas, as well as the compulsory insurance, identification and registration and routes through which to circulate.
Barcelona City Council is committed to implementing a model of sustainable mobility in the city in which priority is given to walking, cycling and public transport.
However, in recent years, current innovation and technology have led to the proliferation of new modes of transport, such as VMPs. These are vehicles that facilitate other mobility and that, necessarily, must coexist with traditional means.
The rapid proliferation and increasing tendency in the city of these new devices, together with the weak legal situation with respect to its regulation, cause certain incidences and dysfunctions in the mobility: pedestrians and cyclists share their space with vehicles with very different characteristics and, On the other hand, the users of the new means of displacement have a normative vacuum with respect to the regulation of their circulation conditions.
Given this situation, the municipal government has worked to equip the city with a pioneering order of these new elements to solve the problems of coexistence in the public space and promote sustainable and safe mobility. The modification of the ordinance will be effective as of 15 days after its publication in the BOPB .
The Municipal Plenary of Barcelona City Council has definitively approved the modification of the Pedestrian and Vehicle Circulation Ordinance in the sections referring to personal motor mobility vehicles (VMP) and cycles of more than two wheels.
In order to facilitate awareness of the new regulations to citizens and users of this type of vehicles, the municipal government will start an information campaign in which a total of 100,000 leaflets will be distributed in the following spaces:

What are personal mobility vehicles?
They are electrical appliances which, depending on their characteristics, are classified as follows:
Type A: wheels, platforms and electric scooters smaller size and lighter.
Types B: larger platforms and electric scooters:

What are the cycles of more than two wheels?
They are the cycles of two more wheels that, by their characteristics, receive the following classification:
– C0: for personal use, assimilable to a bicycle, so that the conditions of circulation and regulations will be the same as that of the bicycle.
– C1: intended for economic activity.
– C2: intended for the carriage of goods.

Areas of circulation and regulations
Circulation on the sidewalk: Not allowed. When the sidewalk measures more than 4.75 m and there is 3 m of free space, vehicles of type C2 can access it to reach the premises and shops where the cargo is loaded and unloaded.
Street with a single platform: If the area is exclusively for pedestrians, only types A and C2 can travel, at a maximum of 10 km / h. If vehicles are permitted on the single platform, types B and C1 may also be operated at a maximum limited speed of 20 km / h.
Bike path on the sidewalk: All types (A, B, C1 and C2) are permitted, provided that the width of the cycling infrastructure permits. You can only drive in the direction indicated in the lane, to a maximum of 10 km / h and respecting the existing road signs.
Bicycle lane in the roadway: the movement of all types (A, B, C1 and C2) on these tracks, provided that the width of the cycling infrastructure permits allowed. You can only drive in the direction indicated in the lane, to a maximum of 30 km/h and respecting road signs.
Causeway zone 30: It is allowed the circulation of typologies B, C1 and C2 by this type of lane, to a maximum of 30 km/h in the direction signalized of circulation. Type A can only be driven if the maximum speed of the vehicle exceeds 20 km/h.
Roadway: The circulation of C1 and C2 type vehicles is permitted on all roads, except on the roads that form part of the basic network (one that concentrates a large flow of traffic and has a connection in the city area), where They are forbidden. However, if the street or the road of the basic network is equipped with cycling infrastructure (cycle path), mobility vehicles and cycles of more than two wheels may be circulated through this lane.
Parks : Only the circulation of type A and B vehicles is permitted at a maximum speed of 10 km/h.
The type C2, vehicles of transport of goods, can circulate by these only to accede to the chiringuitos for the loading and unloading.
Pedestrian preference, natural heritage and urban furniture must be respected. Follow signs, cycle paths and paved or dirt road itineraries, if any. It is not possible to circulate on flower beds, areas or areas with vegetation of any type, nor for all those zones that signal a prohibition.
Pedestrians have priority, we favor coexistence
Drivers of VMP and cycles of more than two wheels must circulate with diligence and precaution to avoid damage to own or to third parties, not to endanger the other users of the road and always respect the pedestrians’ passing preference.
It is mandatory to reduce the speed when crossing a pedestrian crossing to avoid situations of conflict with pedestrians, as well as take the necessary precautions.
It is necessary to respect the priority of pedestrians, adjust the speed in their path and do not do any maneuver that adversely affects their safety.
Where can you park?
The vehicles can only park in the spaces enabled to do so.
It is prohibited to tie them to trees, traffic lights, benches and other elements of urban furniture when their functionality or destination can be affected; In front of loading and unloading areas or in places reserved for other users and persons with reduced mobility; Or in services or areas of prohibited parking, emergency exits, hospitals, clinics or outpatients and Bicing service areas, as well as on sidewalks, when pedestrians are prevented from passing.
The use of the helmet is mandatory:
For users of type A vehicles, in the case of economic activity, and for all users of type B vehicles.
In all other cases, helmet use is recommended.
Reflective elements, lights and stamps
All types of vehicles must carry reflective elements, lights and timbres in a mandatory way, with the exception of vehicles of type A, which is only recommended to do so for a better visibility on the public road.
The contracting of civil liability insurance is obligatory for all natural and legal persons holding, either as property or any other title, before third parties and before the passengers of vehicles of type C1 and to cover the indemnification of a subsidiary character For the damages and damages derived from the use of those vehicles and cycles by the users and users to whom they are ceded or rented.
If the use of the vehicle is personal, the insurance is not mandatory, but recommended.
The age allowed to drive a VMP or a cycle of more than two wheels is 16 years in all cases.
If people are transported with an approved device (type C1), drivers must be 18 years of age or older.
Children under the age of 16 may use them outside of traffic areas in enclosed spaces for traffic under the responsibility of parents and guardians, as long as the vehicle is suitable for age, height and weight.
The changes in the text of the ordinance include a penalty system that establishes fines of up to 100 euros for minor infractions, up to 200 euros for those of a serious nature and up to 500 euros for those of a very serious nature.
Special conditions for economic exploitation activities
When personal mobility vehicles engage in commercial, tourist or leisure activities for profit, special conditions of movement must be followed:
- Type A and B vehicles, with a maximum of two persons and obligatorily accompanied by a guide , and type C1, with a maximum of one vehicle per person, must comply with the general conditions of circulation proper to the type of vehicle and The field by which they move.
- The groups, consisting of between three and six people with vehicles of type A or B, must be accompanied by a guide and can only travel on the following routes marked in these planes:
A distance between groups of more than 50 meters should be maintained.
There may be specific restrictions in areas and districts where there is a pressure or a special problem with this type of vehicle.
Holders of economic exploitation must ensure that users of personal mobility vehicles and cycles of more than two wheels have a minimum level of skill that guarantees their safety and that of other road users. They must also inform of the authorized routes and the conditions of circulation.
Identification and registration for vehicles and cycles that carry out an economic activity.
From the day after its publication in the BOPB , a new cycle register and VMP will also be operative.
The new regulations establish that those cycles that are being used for economic activity should be registered immediately, along with personal mobility vehicles and cycles of more than two wheels that carry out this type of activity.
The new registration will allow to verify that the vehicles comply with the normative technical requirements that are requested, to identify them and to register them. The vehicles will be identified with a QR code, except those cycles whose power exceeds 250 W, that would be outside this classification, since they are vehicles that have to have registration.
The Urban Guard will have a system that will allow a quick reading of the technical characteristics of the vehicles and ownership, and verify that they comply with all the requirements established in the ordinance.
